Subarea Plan

This Request for Proposals seeks to secure consulting expertise in subarea plan development for the approximately 205-acre Mill Plain Central Subarea in Vancouver, WA, which will include a detailed redevelopment plan and feasibility analysis for the 53-acre Tower Mall Site.

The project requires expertise in land use and transportation planning, subarea plan development, urban design, landscape architecture, urban retail and commercial development, economic and financial feasibility analyses, public involvement, sustainability, transit-oriented development, and visualization and modeling.

Project Deliverables

1. A subarea plan for Mill Plain Central that includes the following elements:

  • Vision & identity statement
  • Design and development principles
  • Area-wide analysis of land use, housing, transportation, public open space, community and economic development, and environmental conditions/constraints.
  • Area-wide circulation, connectivity and access plan
  • Public outreach and engagement
  • Implementation recommendations

2. A detailed redevelopment and feasibility analysis for the 53-acre Tower Mall site that includes the following elements:

  • Detailed, mixed-use redevelopment plan
  • Sustainability and design standards
  • Public space and amenities
  • Financial and Economic Feasibility Analysis
  • Phased development plan, including public improvements
  • Implementation recommendations

3. Visual illustrations and models for draft and final preferred concepts, including site access and connectivity, building massing, use mix, public space, design elements, and phased redevelopment plans.

4. Preparation of a draft and final Environmental Impact Statement (EIS) and Planned Action Ordinance (PAO) that include the following elements:

  • Land Use
  • Natural Environment
  • Population, housing & employment
  • Transportation
  • Public Services
  • Utilities
  • Establishment of thresholds for residential, commercial and employment uses and vehicle traffic

The City does not guarantee that a contract awarded for this Project will be for all the work described. The City may use a contract resulting from this solicitation, may elect to perform some of the work described in-house, or may instead select contractors through other mechanisms as suited to the City's need and the City's best interests. This Contract is for the convenience of the City and does not carry any estimates as to minimum or maximum amounts of work authorized through any contract awarded.
