Analysis of Impediments to Fair Housing

The Analysis of Impediments to Fair Housing will encompass the jurisdiction of the State of Connecticut. The respondent must adhere to the Project Timeline and deliver final product by March 29, 2020.
The depth of investigation called for in HUD's Fair Housing Planning Guide, Volume 1 shall be considered the minimum acceptable standard for depth of analysis. Previous AIs have been completed and will be made available for review and reference. Previous AIs can be found on DOH's website at http://www.ct.gov/doh.
The respondent is asked to describe the tasks required to successfully complete the AI and carry out the Scope of Services outlined in the RFP and as provided in HUD's Fair Housing Planning Guide. The respondent is encouraged to incorporate elements of HUD's Affirmatively Furthering Fair Housing Rule Guidebook that would enhance the Scope of Service.
The respondent shall analyze HUD-provided maps and data, local data and knowledge to identify problems and reveal barriers, strengths and solutions. The respondent shall fully identify the factors that are contributing to segregation, preventing integration or the preservation of integrated neighborhoods, producing racially or ethnically concentrated areas of poverty, preventing equal access to opportunity, and inhibiting a fair housing environment.
