SUBJECT: Request For Qualifications To Provide Professional Planning Services For The Santa Barbara Airport Specific Plan Update

Introduction

The City of Santa Barbara (City) is requesting Statements of Qualifications from planning/environmental consultants to update the Airport Industrial Area Specific Plan (SP-6). The current Specific Plan was adopted by the City Council and certified by the California Coastal Commission in 1998. Since that time, some elements of the Specific Plan have been implemented, but many of the development assumptions that were made to form the Plan are no longer valid. The Airport wishes to completely update the twenty year old Specific Plan to reflect current policies and future development plans in the area.

Specific Plan Update

The Specific Plan Update will be a complete re-write of the 1998 Specific Plan (copy available on the Airport's website, see below). The 1998 subareas located north of Hollister Avenue, outside the Coastal Zone, will comprise the updated Specific Plan area. The land area located south of Hollister Avenue and known as Subarea 1 will not be included in the update. Subarea 1 is to be incorporated into the 2017 Airport Master Plan and Local Coastal Program prior to or concurrently with review and approval of the Specific Plan Update.

The Update will include the following:

  • Update existing uses, building sizes and development envelopes
  • Determine remaining development potential under existing Specific Plan
  • Identify future potential development uses and "projects" for each parcel within the Specific Plan area using market analysis and economic development study
    • Consider revising uses allowed in all zones
  • Update policies and actions that have been completed, are no longer relevant and those that have been superseded. Prepare new policies to reflect updated goals for the Specific Plan area.
  • Amend Zoning and General Plan maps as necessary
  • Consider revisions to road alignments and public improvements in the Specific Plan Area
  • Add reference to "City of Goleta" as appropriate

Coordination of reviews and approvals:

  • Specific Plan Update – Review and approval of the Specific Plan Update including review and approval by Airport Commission, Planning Commission, and City Council
  • Rezone – Amend Santa Barbara Municipal Code Chapter 29.30 and zoning designation changes.
  • Verify consistency of Updated Specific Plan with the City's General Plan and the Airport Master Plan

Environmental Review

Prepare a stand-alone programmatic Environmental Impact Report (EIR) for the Updated Specific Plan. The impact assessment and proposed mitigation will be on a programmatic level, though the EIR will break out specific impacts and mitigation conditions for the likely projects as identified in the Updated Specific Plan. All policies, actions, and mitigation requirements will reflect the most current CEQA and City of Santa Barbara standards and requirements.

Stakeholder Meetings

Stakeholder meetings will be held throughout the process. Stakeholders would include business tenants located in the Specific Plan area, aviation interests, City of Santa Barbara and Goleta residents and officials, UCSB representatives, Chambers of Commerce, and Goleta Old Town representatives.

Potential Work Tasks

  1. A kick-off meeting will be held with Airport staff, Planning staff and the consultant team. The meeting will focus on the existing uses in the Specific Plan area as well as different uses that might be proposed north of Hollister Avenue. The status of policies and actions, including those that refer to Subarea 1, will be updated and possible changes discussed. Other possible changes in the Specific Plan area including allowed uses, road alignments, sidewalks and other public amenities and traffic improvements will also be discussed.
  2. The Specific Plan Update will be a complete rewrite of the existing Specific Plan. Options for proposed development and changes needed to accommodate existing uses will be identified. At a minimum, this would include exact road alignments, zoning and General Plan designations, proposed uses, and changes to policies and actions.
    1. The Specific Plan will include sections as follows:
      1. Introductory Plan Information
      2. Summary
      3. Introduction
      4. Land Use Planning and Regulatory Provisions
      5. Infrastructure Plan
      6. Program of Implementation Measures
      7. Relationship to Specific Plan's Environmental Document to Subsequent Discretionary Projects
      8. Specific Plan Administration
      9. Specific Plan Enforcement
      10. Appendices
  3. Stakeholder Meetings will be held at appropriate intervals and include meetings with the general public as well as the Airport and Planning Commissions.
  4. Once the details of the updated Specific Plan are determined, an Environmental Impact Report (EIR) would be required. The environmental assessment process will focus on the proposed changes to the Specific Plan and build on the current Specific Plan's EIR where applicable. This analysis will be "ground-to-plan" comparing what is on the ground today versus what is proposed in the existing Specific Plan. It is anticipated that an EIR will focus on major issues such as Traffic and Circulation and Air Quality. Archaeological issues will be discussed in conformance with the Airport's Archaeological Assessment.
  5. The final approval process would take the new Specific Plan and EIR through the City's process including:
    1. Airport Commission – Recommendation to Planning Commission and City Council
    2. Planning Commission – Recommendation to City Council
    3. City Council – Action on Specific Plan and EIR

Qualification Submittal Requirements

Firms or individuals responding shall submit five (5) copies of the information that shall include the items listed below.

  1. An outline describing similar planning work efforts of the firm.
  2. Provide a description of the team's expertise and experience with municipal planning, Specific Plans, and Environmental Review Reports.
  3. Description of consultant team including the names, classification and qualifications of key personnel and an organization chart showing how the team will work together. Include outside consultants necessary to complete all tasks associated with a group of project elements. Summarize the areas of expertise of key personnel.
  4. Client references that include current addresses and phone numbers of people to contact for references. It is essential that references for all key members of the project team be included. References should be specific to individual team members. References are important to us; again, please make sure that the telephone numbers are current and complete.
  5. A demonstrated ability to develop and maintain a good working relationship with Boards, Commissions, City departments, outside agencies, and the public with examples of past performance.
  6. General scope of services that would be performed by the consultant teams.
  7. Identify office locations. Include type and number of staff at each office that would participate in the project.
  8. Other information that will assist the City in selecting the best-qualified consultant(s).

Selection Process and Criteria

Based on the submittals received the City will select a consultant based on the following criteria. The City will shortlist up to three firms who will each be invited for an interview.

  1. The Project Manager's qualifications and ability to perform throughout the project as outlined above (20 points out of 100);
  2. Recent experience of the team's key staff on projects similar in scope and nature (20 points out of 100);
  3. Demonstrated ability to meet schedules, deadlines, and complete projects within budget (10 points out of 100);
  4. The firm's understanding of the project's potential concerns and the Airport's special concerns (20 points out of 100).
  5. Responsiveness to project needs and ability to perform the tasks outlined above (10 points out of 100); and
  6. Information obtained from references and City staff who have worked with the consultant staff in the past (10 points out of 100).

Contract for Consultant Services

At the conclusion of the selection process, the City will enter into negotiations with the consultant receiving the highest evaluation rating. If such negotiations are not successful, the City will then enter into negotiations with the firm receiving the next highest rating. As part of the consideration for entering into the Service Contract (Attachment 1) with the successful firm, the firm is required to concur with the indemnification and hold harmless language, and to obtain insurance with an insurer or insurers satisfactory to the City, as set forth in Paragraphs ____ and _____ in the Service Agreement.

The consultant is also required to obtain a business license from the City prior to the execution of the contract with the City for the consulting services.

Important Information Regarding Potential Disqualification of Consultants

Consultants shall not undertake any activities to promote or advertise their qualifications or proposals for the project except in the course of City sponsored presentations. Consultants shall not make any direct or indirect contact with members of the Santa Barbara City Council, any City Board, or Commission member concerning their qualifications or proposals for the project. Violation of this condition will be grounds for disqualification of the consultant.
